While this may not seem as news in the US, I found this fact during my trip from the Taipei International Airport (Tao Yuan) to the hotel I am at in Taichung. It was late, so traffic was light. There were only a few vehicles traveling above the posted speed limit, and even get weaving back and forth between lanes. Yup, thanks BMW!
Other interesting news, the hour rule is very easy to patrol here, since it is the middle of the afternoon. The cars are an interesting mix of JDM market Japanese and European. The market price is about the same as in the States, if not more, but the buying power of the population is a lot lower. What does that mean, billions of scooters. BMW and WRX STI driving friend in Taiwan drives as you'd expect. He says there's speed cameras, but consider those tickets that a "fun tax" since it doesn't affect his insurance.
Also, he says they tax by engine displacement? Hence the pokier engines offered there.

Lol, I think my driver last night probably worried about it for a little while, then said "screw it, fun tax time!" Anyway, they do have some cool cars here. Mitsubishi makes and sells a relevant product! I was shocked, it's a new Colt and is a sharp little B-size car. They have real Civic Type-R's. The people with serious cash have Lambos and McLarens.
As you mention about engine size, Toyota also must bring the Vios (a smaller than Corolla by a little) by the supermax tanker, they are everywhere.
